Vietnam Opens LEO Satellite Market to Foreign Investment

Vietnam has taken a major step in advancing its telecommunications infrastructure by approving a pilot program that allows foreign investors to participate in Low Earth Orbit (LEO) satellite services without restrictions on ownership or capital contributions. The resolution, endorsed by the National Assembly, aims to drive innovation, digital transformation, and technological advancements in the country’s communication sector.

The initiative aligns with Resolution No. 57/NQ-TW, which prioritizes the expansion of Vietnam’s telecommunications and Internet infrastructure. This includes the development of satellite data transmission networks, nationwide high-speed broadband fiber-optic coverage, and next-generation mobile technologies like 5G and 6G.

Since LEO satellite technology is primarily controlled by a few international corporations, the Vietnamese government sees foreign participation as essential for attracting investment while ensuring national security. To regulate the market, the Ministry of Information and Communications (MIC) will implement licensing requirements for foreign investors seeking to provide LEO satellite services in Vietnam.

Globally, around 20 major companies, including SpaceX, Amazon, and OneWeb, are actively developing LEO satellite constellations to deliver high-speed internet access. China is also expanding its presence in this field, planning to launch 15,000 LEO satellites.

Vietnamese telecom giants like Viettel and VNPT are closely monitoring these developments, recognizing the potential of LEO technology to bridge connectivity gaps in remote and rural areas. SpaceX has expressed strong interest in entering the Vietnamese market, emphasizing the benefits of satellite internet for regions with limited fiber-optic infrastructure. The company believes LEO satellites could enhance education, healthcare, and emergency response services, especially in disaster-prone areas.
